NGC's public sector law practice

Lawyers at Nicola, Gudbranson & Cooper (NGC) offer a combined total of more than 75 years' experience in public sector law in Northeast Ohio. Members of our team have served as law director, prosecutor, assistant law director and assistant prosecutor for a number of Greater Cleveland municipalities and as legal adviser for municipalities, self-insurance pools, multi-community councils of government, a school district and a foreign government.

We handle both civil and criminal work, including federal and Ohio civil rights defense; labor and employment defense; land use, development and zoning issues; and trial and appellate prosecution. We also advise municipal departments and elected officials and assist with the development of policies and procedures.

We have successfully represented municipalities in claims alleging wrongful death, wrongful dispatch, discrimination and other wrongdoing and in matters involving zoning, housing, eminent domain, public premises injuries, public nuisances, elections, public records and open meeting law. We have also provided successful defense for municipal police departments and individual officers against allegations of excessive force, other civil rights violations, false arrest and malicious prosecution.
